The Ministers of Justice and Digital Economy launch electronic notary public services

Minister of Justice Dr. Bassam Talhouni and Minister of Digital Economy and Entrepreneurship Eng. Sami Smirat launched the electronic notary public services on Tuesday, in a qualitative step that reflects the Kingdom’s direction towards developing the judicial system, enhancing the efficiency of services provided to citizens, and facilitating access quickly and with high reliability.
In his remark, Al-Talhouni stated that the electronic documentation services are part of the National Council for Future Technology’s projects, in line with the directives of HRH Crown Prince Al-Hussein bin Abdullah II, noting that it is one of the most prominent reform initiatives that have been implemented during the past years, which will positively affect the services provided to citizens and facilitate procedures in accordance with the latest global practices.
Al-Talhouni pointed out that the new system enables notary transactions to be completed using audio-visual communication technologies without the need for personal attendance. In addition to enabling Jordanians abroad to easily benefit from these services, thus strengthening their connection to their homeland and relieving them of the burden of travel, it has maintained the option of submitting them in person and removed geographical restrictions.
He added that among the most prominent services that have become available electronically are the registration and sending of judicial notices, in addition to expanding the powers of the notary public to include the authentication of sworn certificates and the signing of contracts without the meeting of the contracting parties, through the adoption of the electronic signature and granting it full legal authority.
In the legislative and regulatory framework, Al-Talhouni explained that the government has completed issuing the necessary regulations and instructions to enforce the provisions of the law, including the system for using electronic means in notary public services, and adopting audio-visual communication methods in accordance with the highest standards of verification and reliability.
Al-Talhouni explained that the Notary Public Transaction Fees System for 2026 stipulates a reduction in fees in case of using of electronic notary public services, in order to encourage citizens to use digital services, noting that the same fees will be maintained.
He added that the differences between the two types of fees can sometimes reach 25 to 40%, due to savings in expenses when using electronic services related to regular services, which contributes to reducing congestion, while maintaining the in-person option without being restricted by location, stressing that digital transformation does not eliminate regular services but rather expands the options available to beneficiaries.
Al-Talhouni pointed out that the two systems will come into effect after their publication in the Official Gazette in the coming few days, and that the electronic system will come into effect starting next Sunday.
Al-Talhouni pointed out that the ministry also worked on issuing new regulations for accrediting translators before the notary public according to clear standards, in addition to developing guidance manuals and producing awareness materials to facilitate the use of electronic services.
In closing, Al-Talhouni expressed his appreciation to all parties who contributed to the completion of this project, emphasizing that the modernization and development process will continue in line with the lofty royal vision, strengthening the rule of law and citizens' trust in state institutions.
Minister of Digital Economy and Entrepreneurship, Engineer Sami Smirat, stated that the electronic documentation services launched today come within an integrated national context and support integration with the Kingdom’s government’s digital transformation plans, which aim to provide interconnected and easily accessible digital services centered around the citizen’s needs, through digitizing procedures, unifying platforms, and accelerating the completion of transactions from anywhere efficiently.
He added that the Ministry of Digital Economy and Entrepreneurship played a pivotal role in enabling this qualitative transformation in judicial services, through developing and strengthening the government's digital infrastructure, working on building the national digital identity system, in addition to developing and adopting digital signature tools, and ensuring the readiness of government platforms to provide these services according to the highest standards of efficiency and security, in a way that enhances citizens' confidence in digital services.
Samirat emphasized that digital signatures, a project of the National Council for Future Technology, formed the cornerstone for launching electronic authentication services. He explained that digital signatures are a secure and legal means of verifying user identity when signing electronic documents, granting them the same legal force as paper documents. Furthermore, they enable quick and easy remote transactions, while ensuring data protection and document integrity against unauthorized modification through advanced verification systems and high information security standards.
He pointed out that notary public services will be available in comprehensive government service centers spread throughout the Kingdom’s governorates, making it easier to access the service and giving citizens greater flexibility to obtain benefits from the nearest location.
The launch was attended by a number of ministers, secretaries, and directors-general with relevant expertise, in addition to judges, representatives of the Bar Association, officials and representatives of relevant entities.
