The amended law on trafficking crimes protects victims and avenge on criminals

The Law amending the Human Trafficking Law passed last Wednesday by the Council of Ministers provided legal protection for victims of human trafficking and at the same time imposed sanctions on perpetrators of crimes to achieve public and private reprisals based on an extensive study by the National Committee against Trafficking in Human Beings, chaired by Minister of Justice Bassam Talhouni.
Amendments to the law included punitive penalties and broadening the scope of criminalization. New forms of crime were criminalized, among them the fact that begging was considered a form of exploitation of the crime of human trafficking, in addition to the tightening of penalties in such a way as to ensure that the perpetrators were punished fairly and effectively,
The amended law sets out a set of measures that the Prosecutor can take to ensure that perpetrators are punished fairly and effectively, such as closure of premises, preventive detention or travel bans, as well as the creation of a specialized jurisdiction for human trafficking cases.
In terms of protection for victims of human trafficking, the law provided for a chapter on protection for victims and victims of human trafficking cases to ensure the provision of redress and compensation. Protection of victims of trafficking in human beings has been extended in terms of services provided to victims from the moment of identification, voluntary repatriation or reintegration, And the establishment of a fund called the Victims of Human Trafficking Fund, which is affiliated to the Ministry of Justice and provides the necessary assistance to the victims and the damage caused by any of the crimes stipulated in this law.
The Minister of Justice Dr. Bassam Talhouni considered the crime of human trafficking crimes against humanity, pointing out that the exploitation of the marginalized and vulnerable groups in society is a crime against humanity, stressing the importance of developing Jordanian legislation to protect these categories from the exploitation practiced by them Law and humanity.
The adoption of the bill, according to Talhouni to comply with international standards, which require more protection and care for victims and affected and further efforts to impose deterrent penalties for the perpetrators of crimes of human trafficking, stressing that these amendments will serve to upgrade Jordan in the fight against this crime internationally.
The adoption of the bill is one of the most important achievements of the National Committee against Trafficking in Human Beings, headed by Dr. Bassam Talhouni, Minister of Justice, and includes a number of members representing various ministries and official and informal bodies on this subject. The committee includes the general secretaries of the Ministries of Justice, Interior and Labor, Representatives of the Ministries of Foreign Affairs, Social Development, Industry, Commerce and Health, and a senior public security officer (Assistant Director of Public Security) and Secretary General of the National Council for Family Affairs.
Talhouni pointed out that work is under way to develop standard procedures for the national referral mechanism to clarify the roles of formal and informal institutions to deal with victims and those affected by human trafficking cases.
It is worth mentioning that the National Committee against Trafficking in Human Beings has adopted the National Strategy against Trafficking in Human Beings (2019-2022), which aims at defining a common vision and basis for Jordan's response to the prevention of trafficking in human beings. It included four axes: prevention, protection, prosecution and cooperation. Aims to formulate comprehensive policies to prevent trafficking in human beings, raise awareness and take preventive measures to address the causes of trafficking, and the second theme of protection includes enhancing the identification of victims (victims) and those affected by trafficking, In addition to their protection and support, while the third axis of prosecution aims to strengthen the rule of law and work to find specialized judiciary, and specialized training in this area and emphasizes the fourth pillar on local, regional and international cooperation to promote transparency and a participatory approach in the fight against trafficking in human beings.
The Council of Ministers decided in its meeting last Wednesday, 6/3/2019, approved a bill amending the Human Trafficking Act of 2019, to be the draft law for the purpose of intensifying penalties for perpetrators of trafficking crimes in order to achieve public and private deterrence and ensure the achievement of justice, The law protects victims and those affected by such crimes as well as contributes to the creation of appropriate conditions for their assistance and care.
