Royal Commission for the development of the judicial system and strengthening the rule of law

 

His Majesty King Abdullah II, entrusted the former prime minister, Zeid Rifai, to head the royal commission to develop the judicial system and strengthening the rule of law.

The King directed a message to al-Rifai, reads as follows:

In the name of of Allah the Merciful

Brother Zaid Rifai, may God protect him,

Peace be upon you and God's mercy and blessings be upon you,

I am pleased to send you my warmest greetings and best wishes for continued success, and I have, since I knew years ago, a loyal soldier to the country in various locations and areas that you were in , and shouldered the responsibility efficiently and you were keen to achieve the desired achievement.

The judiciary has always been, and remains, our top priority at the heart of our concerns since I have assumed my constitutional authorities; it is the essential foundation in truth and administration of justice and the protection of the rights and safeguard freedoms. The judiciary is one of the three powers on which the Jordanian state, which established the principle of the rule of law and check the principles of justice, equality and fairness and strengthen the confidence of the powers of the state and its institutions.

The measure of the progress of nations and brought mainly depends on the independence and efficiency factor where the judiciary, and the ability to work within an integrated system with the rest of the state authorities and bodies concerned with consolidating the rule of law; everyone is under the law worked in his shadow, and under it, and are equal in front of him, and naturally as to its provisions, the law applies them all without discrimination or favoritism, which it roots of justice, fairness and active citizenship values

The independence of the judiciary in Jordan, a well-established and stable, has been confirmed in the Constitution in 1952, came the constitutional amendments in 2011 and 2016 to strengthen the independence of the judiciary. We have seen far and near efficiently our judicial system over the years. We must at this stage of the redoubling of efforts and work tirelessly to build the capacity of the judicial system, to be able to continuous development and the efficient functioning of the highest levels of integrity and justice. Therefore, we must build on the efforts that have been made in the past, including the Royal Commission for the development of the judicial system in 2000 and the strategies that have been developed in order to develop the judiciary.

The judiciary needs to be a comprehensive strategy to develop and enhance its capabilities; I was referred to in the papers and panel discussions sixth. Therefore, I entrust to you headed a royal commission to develop the judicial system and strengthening the rule of law through a comprehensive strategy to address the challenges and continue the modernization and development process and improve the performance of the judiciary, including the provision of appropriate facilities for judges and raise their capabilities and develop merit and efficiency standards in recruitment, transfers, promotions and improve their situation, providing modern institutional environment for the judiciary and supporting its organs, and the development of working tools and methods in quality, and modernization of procedures and legislation to improve the process of litigation and enforcement of judgments, including those concerned with this all the process, activate and enable the control systems and inspection of judicial training and benefit from global best practices.
